カナダ／トロント市（オンタリオ州）のBusiness Improvement Area
カナダにおけるBIAは、1970年、トロント市西部の近隣と商店街ブロア・ウェスト・ヴィレッジ（Bloor West Village）地区がトロント市の法律に基づきBIAを開始したことに起源がある。このBIAが世界初のBIDといわれている。
BIAの背景は、郊外へのショッピングセンターの出店地や、地下鉄の延長工事を期に、従来の買物客の足が遠退き、地元商店街が衰退するのではないかと懸念し、その対応策として自らの税金を徴収し、商店街の環境整備を行うことに由来したといわれている。
ブロア・ウェスト・ヴィレッジ （Bloor West Village）地区の成功により、他の地区でもBIAによる取り組みが広まっていった。
現在、トロントには54のBIAが存在し、BIAトロント協会（Toronto of Association of Business Improvement Area; TABIA）を設置しているが、事務局はトロント市経済開発部内に置かれ、事務職員3名がBIA組織の指導・管理を行っている。
なお、オンタリオ州全体では約230のBIAが存在している。2006年6月現在
